「骨太の方針」に日本語学校の振興を図るため「法制化の検討」の文言が公明党による政府への働きかけで実現

政府は先の臨時閣議で今年の「骨太の方針」（経済財政運営と改革の基本方針）を決定した。菅内閣としての初の「骨太」で、新型コロナウイルスを踏まえた感染症対策が中心だが、原案になかった日本語教育機関に関する記述が最終文書に盛り込まれた。これは公明党の政府に対する働きかけで実現したもので、今後の政府の対応が注目される。

今年の「骨太の方針」は当面する重要課題である感染症対策のほか、デジタル庁や脱炭素に向けたエネルギー対策、少子化対策などで「菅カラー」を打ち出している。しかし、原案には日本語教育に関する施策はなく、その「日本語教育」の文言すらなかった。

公明党は与党として「骨太」への提言を独自にまとめており、この中では「日本語教育・外国人児童生徒等への教育の充実」などを掲げた。同党でこの問題を主導したのは、党文部科学部会長で元文科副大臣の浮島智子衆院議員だ。浮島氏は日本語教育推進議員連盟のメンバーとして活動するとともに、文科副大臣時代には「外国人の受入れ・共生のための教育推進検討チーム」の座長として報告書をとりまとめるなど強いリーダーシップを発揮した。日本語教育に極めて理解の深い政治家の一人だ。国会の場で与党の立場から政府に厳しい注文を付けている。

今回、閣議決定された「骨太」にはどのような文言が盛り込まれたのか。第2章の「外国人材受け入れ・共生」の項目には「外国人材の受け入れ・共生のための総合的対応策の施策を着実に実施する」と書かれ、その【注】として「日本語教師の資格・能力を証明する新たな資格と日本語教育機関における教育水準の維持向上、日本語教育機関の振興と活用推進を図るための仕組みについての法制化の検討等日本語教育の強化、外国人の子供の就学支援等に取り組む」との文言が盛り込まれた。

これは「総合的対応策」の令和3年度改訂版の「施策番号28」からの引用だ。総合的対応策も関係閣僚会議で決定された政府の公式の文書だが、「骨太の方針」にはより重要度の高い政府の公式見解だ。ただ、盛り込まれた政策が必ずしも実行されるとは限らない。政府はその検証を十分に行なっていない。「法制化の検討等」との表現は、様々な解釈ができる役所用語である。「検討はしたものの、実現は困難」という結論にならないとも限らない。

政府に政策を実際に実現させるには、日本語教育機関（日本語学校）の側からの様々なアプローチが重要になる。政治的な対応をするには日本語学校の6団体の結束がカギとなる。

「骨太の方針」に日本語学校に関する「法制化の検討」の文言が載ったことは、日本語教育推進法の成立に続く、日本語学校にとって大きな成果だ。日本語学校の側の「振興と活用推進のための仕組み」についてのより具体的な議論が必要になる。
